Population

Countries have over come over population by creating laws that prevent certian subjects pertaining to overpopulation. Since the problem still presists the matter needs a new solution. If the government could only come up with another solution they might be able to solve it. I would develop major taxes on each child over the second one, unless there are twins. I would do this so parents develop a since of awarness so that they are consicious of their children. If they don't pay the tax then their child would be up for child protection services. And if that doesn't work then i don't know what would.
